Validate a node is not in the queue before add it

Problem/Motivation

Each time you select the option "Queue all content to delete revisions in the background" in the admin form all the nodes with valid conditions are added to the queue. This means you can have more than one time the same nid in the queue.

Steps to reproduce

Go to the admin form and select the option "Queue all content to delete revisions in the background" and then save the form.
Do the same more than one time, each time you do it the same nodes are added again to the queue.

Proposed resolution

Check if a node is in the queue before added it.
