Implements StringTranslationTrait with OOP instead of procedural translate function in the TwitterFilter

Problem/Motivation

In the TwitterFilter that extends FilterBase we should update the translation logic to use StringTranslationTrait with object orientated OOP instead of procedural translation function that is currently being used in some places on this class
