Layout does not get removed by removing or disabling layout display

Problem/Motivation

Hi everyone,
Here is to report back an issue with the workflow of disabling a built layout. The removal procedure of the workflow at the backend fails to apply.

Steps to reproduce

Install Drupal 10.0.3 or Drupal 9.5.3 - simplytest.me
Install Layout builder and discovery modules
Add a layout to a contact form (feedback > manage display > layout) and then save the default customized layout.
Try to disable the layout builder without removing the customization. Confirm the automatic removal workflow of customization of the layout. (In this step the layout builder should properly do the task but fails).
All customizations will be removed. This action cannot be undone.
Try to add a configuration synchronization change such as changing the label of 'fallback date format' to 'fallback datetime format'.
Error warns of dependency:
Error message

The configuration cannot be imported because it failed validation for the following reasons:
Configuration core.entity_view_display.contact_message.feedback.default depends on the field.field.contact_message.feedback.layout_builder__layout configuration that will not exist after import.

Hope this report make a further step to make much awaited feature of layout builder robust at Drupal core.

Proposed resolution

Try to remove the customized layout, disable the layout builder and then save the configuration changes. Solved! Although, there are times which is no possible to reproduce the same result. Seems that the layout configuration is getting lost and could not be refered.

    Hello! Thanks for raising an issue.

    I've attempted multiple times to replicate this on a fresh install of Drupal core. I'm not able to replicate this so I'm closing this issue.

    If you're able to replicate this again on Drupal 11 feel free to reopen and list the new steps to replicate :)
