Quant Views options are shown when Views module isn't installed

Problem/Motivation

The Quant, Seed, and Cron tabs shows views options when views isn't installed.

Steps to reproduce

Example

  • Install Drupal 7
  • Enable and configure quant and quant_api modules
  • Make sure Views module is disabled
  • Go to Seed tab (/admin/config/services/quant/seed)
  • Result: Shows Export Views option
  • Expected result: Export Views option shouldn't be shown

    • Proposed resolution

    Update forms to only show Views option if module is enabled.

    Views options won't be shown when it's not relevant.
