Quant API needs Quant module as dependency

Problem/Motivation

When enabling quant_api in Drupal 7, you don't get any menu items in the configuration menu unless you also enable quant yet it's not listed as a dependency in the info file.

Steps to reproduce

  1. Install Drupal 7
  2. Download quantcdn
  3. drush pm:enable quant_api
  4. Go to /admin/config
  5. Search for quant
  6. Result: Nothing is listed
  7. Expected result: Quant modules are listed

Proposed resolution

Add quant module as dependency in quant_api info file. I checked all the other submodules and they all have quant as a dependency.
