Problem/Motivation

The original form for the /download route is not yet ported: https://git.drupalcode.org/project/l10n_server/-/blob/7.x-1.x/l10n_packa...

Steps to reproduce

Check the initial repository for the logic and port it in the 3.x branch.

Proposed resolution

Identical logic port for now.
