Constant for scheduled status

There are constants for all states in includes/constants.inc. For consistency and to avoid typos it would make sense to have a constant for scheduled status as well.

This patch adds some hooks which use the new constants, and are better than the existing hooks as there may be unwanted side effects otherwise.
