Sync not working if more than one membership record

Problem/Motivation

If a CiviCRM membership has two or more expired membership records, sync does not work as expected

Steps to reproduce

  1. Create user role for expired members
  2. Set up sync for a member whose membership is expired to receive this role
  3. Find or create CiviCRM contact with two membership records, one expired, one current. Expire the current one. The sync to the role used for expired members does not work. It works fine if there is only one membership record.
