Allow connection plugins to use the form state of the mail group form

Problem/Motivation

Currently, connection plugins are supposed to offer their plugin specific config fields using \Drupal\mailgroup\ConnectionInterface::getFields.
Without access to the form state of the config form, it is impossible to check the current form state for data of previous submit attempts or implement more complex config forms using Ajax.

Proposed resolution

Pass for the form state of the config form to \Drupal\mailgroup\ConnectionInterface::getFields.
