File upload fields and possible other Ajax triggers validation

Problem/Motivation

I don't want the Require on Publish validation to be run on unrelated ajax events on my form.

Steps to reproduce

Add a file upload field to an entity where you are using Require on Publish. Upload a file and you'll see the Require on Publish warnings appear.

Proposed resolution

Not sure. I have a hacky workaround that I'll add to get things started.
