Fix Block context in theme layout and Layout Builder

Problem/Motivation

Not able to see the context after saving a block at the front-end

Steps to reproduce

Given a blocked was placed using the theme layout or the Layout Builder
When the page is reloaded
Then editors are not able to edit the block in Layout Builder
And the theme layout too

Proposed resolution

Constrict the right needed html_tag with the right condition for blocks in @atoms, @molecules, @organisms
with the right needed attributes and configuration
Using the right twig {% include with %} values for the context to work
