This maps "checkout_shipping" to "draft".
Orders that are in the state "checkout_shipping" are not migrated, instead the following message is logged for them:
upgrade_commerce1_order:state: No static mapping found for ''checkout_shipping'' and no default value provided for destination 'state'
Migrate from Commerce v1 with orders that have the state "checkout_shipping".
Map these to the "draft" state.
Provide a path.
