Rework EntityReferenceList class

Problem/Motivation

Class \Drupal\list_formatter\Plugin\list_formatter\EntityReferenceList has a method that didn't apply any changes to provided data. Variable $form is not used here, we need to change $elements variable.

This task is devoted to the LutskGCW23, please, don't work with it until it starts.
