Add link to configure shortcut inside of the extend list

This is a great project and I already told this, so thanks for this contribution in the D.O community

Problem/Motivation

The project defines a route to settings page at Administration » Configuration » Content authoring » Extra Block Types (EBT) settings but this route isn't defined in the extend list

Proposed resolution

We can put the route on this configure key, with that will be easy/faster to see the gear icon and go to the settings page directly
