The script block does not get added

Problem/Motivation

When I add the TrackingCodeBlock the script does not get added.

Steps to reproduce

Enable the module.
Add the tracking script in the configuration.
Place the block in all pages.

Proposed resolution

BlockViewBuilder will just place the block if the block has content, so we need to add an empty markup.
