Add hook help

This patch solves the task.

Thanks for the patch, but I don't plan to merge this. The route given in the patch does not exist, and the help text does not provide any real additional information, beyond the information already given in the module description.

This module has no configuration form of its own, instead it integrates into theme settings, and provides inline help there.
