Add the Node Revision Generate submodule

Personally I feel that might be more suited as a generic drush command in the devel module. It's not just convenient for this module.
Might be a cool option in addition to drush generate-content (https://drushcommands.com/drush-8x/devel-generate/generate-content/).

\Drupal\devel_generate\Plugin\DevelGenerate\ContentDevelGenerate also seems to support adding comments, so adding revisions doesn't feel like a crazy addition.

Great idea, I will be working on the Devel Generate issue queue to add the submodule there.
