Add cards after change event

Problem/Motivation

Following on from #3163521 → , the js change event added there is triggered before the trackProgress() call. It'd be handy to fire an event after that call also (use case: settings custom step labels other than 1,2,3... - any modified 'data-text' gets overwritten in trackProgress()).

Proposed resolution

Attached patch adds a 'webform_cards:afterChange' event.
