All groups not visible to administrators on /admin/group

Problem/Motivation

It seems that users with a group admin insider role that synchronizes with the global admin role cannot see groups they did not create on "/admin/group".

Steps to reproduce

Install and enable group 3.x-dev on a fresh Drupal 9.5.1 site.
Enable group module.
Add group type "Test".
Add an "Administrator" role to the "Test" group type as an Insider that syncs to the global Administrator role, and check the "Admin role" checkbox.
Create a "Test One" group of type test. See that the group is in the group list at "/admin/group".
Create a new admin user "Group".
Login as the "Group" user and see that the group list at "/admin/group" is empty.
