That patch improves the position of the dropdown button.

That patch returns to how it was before the update to 9.5.2

That's correct only for Seven

Adding a new patch Core patch to fix another issue I found. It will be better if Seven's CSS can eventually override Core's stylesheet but I've built this based on the previous Drupal core patches in the thread.
