Add hook help

This patch solves the task.

Thanks @vishal.kadam for starting on this. I agree that implementing `hook_help()` would be nice. But I think it needs more text than just a link to the project page.

There's also another issue already open for this 📌 Implement hook_help() RTBC so I'm going to close this one in favor of that one and we can continue the work there.
