It's not clear to me where the mentioned setting is, and how it works ... like, does it affect config imports through the GUI and Drush?

A setting is available to allow imports and exports on, for example, development

Also:

• The intro text should be below the header, without "Introduction"-header
• Shouldn't $settings['webform_config_ignore_disabled'] = TRUE; be marked up as code?
