Add approve and reject membership actions for bulk form and VBO

Problem/Motivation

As in the title, admin users could use those to bulk-approve membership requests.

Proposed resolution

A standard action class so it can be used both in core bulk form and VBO

This task will only add an additional class, no changes to the existing code should be required so porting to higher versions should be trivial.
