Request for higher maintainer permissions for @darvanen on Token Filter module

@pvhee if you receive this, I need your help please.

There has been a request πŸ“Œ Replace README.txt with README.md Fixed to change the default branch of this module, which I would like to do. With my current maintainer permissions I am unable to do so, I don't have access to the settings for this project in gitlab.

After asking around I am told that I need to be listed as "Maintainer" rather than "Developer" on the members page of the repo, and that any other Maintainer can provide me with that role from that same page.

Currently the only listed Maintainer is @pvhee who we haven't seen around for quite a while (which is fine of course) so if there is no response I will seek resolution of this issue via the core team.

As it's been well more than 24 hours (well more than 2 weeks for that matter, oops) granting this request, and updating you to full maintainer permissions across this project. The last permission missing on the d.o side was 'administer maintainers' - which should sync to the GitLab side with full Maintainer permissions.

Please review and close if fixed.
