Update Config Ignore module from ~2.0 to ~3.0

Problem/Motivation

Config Ignore ~3.0 is using Drupal core API instead of Config Filter

Proposed resolution

  • Change drupal/config_ignore to ~3.0 in the composer.json file
  • Disable the use of the Config Filter module. As its functions are in Drupal core config filter API
