I ran into this too. I didn't delete the old one since people could, in theory, still be using it (I think?) but I added a new sub module that works against IP2Location.

Can we convert the latest patch into an MR and add some test coverage to
SmartIpTest. At the very least, enable the module. Ideally, we'd add more test coverage then that.
