Make clear which theme settings are inherited from the parent theme

Problem/Motivation

The part that says "Theme Settings Yes" is confusing, the configuration is not actually inherited but the form elements are, each theme has its own config object so there is no inheritance per say, ex if parent theme has declared a value in its .settings.yml, the child theme will not inherit that value but rather must redeclare it.

Proposed resolution

Change the notes column next to the "Theme Settings" row and mention that the config is not inherited but the form fields are.
