Upgrade to config_ignore 3

Use the latest version of config_ignore so we can remove the blacklist

Update config_ignore to the latest 3.x version in composer.json of rocketship_core
Adjust patches if any
Get rid of blacklist and whitelist in dropsolid_rocketship_profile
Remove config_split.config_split.blacklist.yml and config_split.config_split.whitelist.yml
Clean up a usage in additional_settings.*.php
Get rid of outdated lines in config_ignore.settings.yml of dropsolid_rocketship_profile
Clean up webform.webform.*
