Change README.txt to README.md and update according to "README.md template"

Verified the MR!12 on Drupal version 9.5.x and Svg Image 2.x. The patch applied cleanly and the changes are as per the README.md template → . I have added the before and after screenshots for reference.

I've checked your purposed patch and MR and I don't think that I will use it.

However I've changed readme.md file to follow Drupal README.md files guidelines.
