As a developer I would like legends to be threated as labels in the theme

Problem/Motivation

The required * is not shown on a fieldset with a label

Steps to reproduce

* In a form, or a webform use a fieldset which is marked as required and you won't see the * after the legend text

Proposed resolution

* Apply the same markup to the element inside _fieldset.twig, that exists on _form-label.twig don't forget the strings titleRequired and titleOptional

Since we stopped the development of this project since we moved to a starterkit theme, this will not be picked up.
