If a user is for example logged out, it can often provide a better experience to still render the link even though when they get there they won't be able to view it - especially if the site has an automatic redirect to login and back on 403s.
Provide option to bypass access check of redirect url. This should default to false to maintain current behaviour.
Add option to configuration forms.
