When settings changes on the jquery scrollUp module's admin page, the changes are not reflected until cache clear.
This is because data are injected in hook_page_attachments and are cached that way.
Install the module on a fresh D10: play with the configurations
Add a cache tag to the page on hook_page_attachment and invalidate when the configuration changes.
