Where to put the scrolling block?

Problem/Motivation

So I have turned on the scrolling block. But it only seems to work if I put it into one of the content areas. If I do this, it leaves a big empty area the size of the block, and the block itself appears under the footers.
If I put the block in a footer, it never appears.

But a dont see it in any patameters of it settings

Have you checked what is in the block. Is the content missing, is it a CSS issue?
