Problem/Motivation

Background images are not being resized according to the viewport size. This leads to big images being loaded on mobile devie

Steps to reproduce

- Add a background image to a row
- The image is loaded in full size

Proposed resolution

- Use pagedesigner css alter hooks to provide approximate resizes for background images
