Allow altering css in styles

Problem/Motivation

CSS generated from styling settings in pagedesigner cannot be optimized/altered by sub modules without overriding a handler. This is inefficient and prevents extension.

Proposed resolution

- Add alter hooks for css provided by the styling settings.
