Support for the optim_quality configuration option

Problem/Motivation

Feature request - Rokka support for the optim.quality configuration option.
Rokka recommends to use optim.quality instead of jpg.quality or webp.quality, as it allows Rokka to optimize the quality within a band. The settings however are not mutually exclusive. If either jpg.quality or webp.quality are used together with optim.quality Rokka uses uses jpq.quality or webp.quality for the initial rendering (depending on output type) and the optim.quality setting is used for subsequent optmisations.
