Show maximum supported upload size when no limit is set on the field

Problem/Motivation

When file field on the media type doesn't have the limit set, media create form shows current system upload limit instead. This is a good user experience.

This module shows nothing to the user in this situation, like Document (max ): csv, doc. So the user would only know about the limit after they try to upload the file bigger than limit and validation error is present.

Proposed resolution

Follow the UX pattern from core and show current system limit if the file field limit is not set.
