Theming for view mode broken

This commit https://git.drupalcode.org/project/submenutree/-/commit/a3bf8564094e1f56... changed the hook_theme to consolidate the teaser and full view modes into a new "view mode" theme function but:

1) the implementation of theme_submenu_tree_view_mode went into the wrong file, submenutree.admin.inc instead of submenutree.theme.inc
and
2) the conditional logic changed, so that the entire block only gets rendered if there's a title

This is a serious regression, and breaks all submenutree blocks using the "full" view mode.
