Allow token replacement in Cookie Service Texts

Problem/Motivation

Entering for example the Processor Company Website for "Functional", it would be nice to be able to use site tokens.

    Tokens IMHO a legacy technique. I'd prefer going for Twig instead of token replacement, much more powerful and an easier and more intuitive syntax than tokens.

    From my own usage, in e.g. Webform module email handlers offer both Token and Twig templates, and I _always_ use Twig.

    Well I don't totally agree, as I think this isn't yet clear and should be decided at core level.
    Nothing against it, but it's not that clear to me that #3 is the "right" way. Still I agree there are good reasons for both of them but one to win...

    I'd still tend to use tokens here. Thanks for the feedback @hudri. If you'd like to implement a MR with twig, I'd also be fine with it.
