Paragraphs Update Report Button access denied for non admin

Problem/Motivation

Access to Update Report Data only for Admin, need to disable for other users.

Steps to reproduce

Set Role to non admin
admin/reports/paragraphs-report
click on Update Report Data

Proposed resolution

If there is a way to hide this button so non admins can see the button at all would be great.
Non admins will be able to access this button.
