Currently all settings/configuration requires the "administer site configuration" permissions. This means you have to give that broad permission to users that want to use this module. This module should provide its own set of permissions to moderate it.
- Create a set of permissions that make sense for granular control of this module without providing access to other core functionality.

We have added custom permission to manage CleanTalk settings.
Just apply a patch attached and grant selected user groups "Changing CleanTalk settings" permission.
