Autocomplete does not work if 'Administer Content' permission not enabled

I noticed today that if the 'Administer content' permission is not set for a role then Linkit does not work. The autocomplete does not give any options to select pages that match what is typed and the link acts just like the default Drupal link button. Once 'Administer content' permission is granted then the Linkit Autocomplete works again.

We do not allow all users to have 'Administer content' for security reasons but would like to allow them to use Linkit for their linking needs. Any help would be appreciated.

Steps to reproduce:

  1. Create a secondary user role and remove 'Administer content' permission
  2. Log in as a user with this secondary role
  3. Go to a CK Editor window and create a link
  4. See the autocomplete not populate

    I am not able to reproduce the reported behavior on a generic Drupal 10 site, using either CKEditor 5 or the legacy CKEditor 4 (which is now a contributed module).

    1. Is it possible you encountered this problem on a site that has other modules installed?
    2. Are you seeing any Javascript errors in the browser console
