Wrap div around form elements

I try to wrap all form elements above the #homebox div in a seperate div, but I can't find a clean solution. Should I use the form_alter with prefix/suffix or can this also be done with twig?

Example:

I think this will be solved in 3.0.x-dev anyway.

We now have custom twig templates wrapping the portlets with maximum flexibility in 3.0.x! :)
