Wrap div around form elements

I try to wrap all form elements above the #homebox div in a seperate div, but I can't find a clean solution. Should I use the form_alter with prefix/suffix or can this also be done with twig?

Example:

<div class="wrapper">
<input data-drupal-selector="edit-blocks" ...
<input class="button--add button js-form-submit form-submit" data-drupal-selector="edit-add-block-button" ...
<a href="#" class="button button--primary button--reset" data-drupal-selector="edit-reset-block-button" ...
<input class="homebox-save-form button js-form-submit form-submit" data-drupal-selector="edit-save-form" ...
<fieldset class="block-buttons js-form-item form-item js-form-wrapper form-wrapper" data-drupal-selector="edit-block-buttons" ...
</div>

<div id="homebox" ...
</div>
