Right now, 'Insert embedded content' dialog (route ckeditor5_embedded_content.dialog) has access check by permission use text format advanced. As for me, it is not correct, coz in some cases such kind of Text Format (Advanced) can be omitted (removed) and doesn't exist on the site OR you want to use Basic HTML with embed content plugin. In this case, it becomes not possible to use embed content in CKeditor 5 for all users except administrator roles.
