Add styling library for the Alert component with default Bootstrap 5 and Varbase coloring for Alerts

Problem/Motivation

Vartheme BS has no Alert libraries attached to the Alert component.

Proposed resolution

Add 2 SCSS files in the Alert component directory for LRT and RTL and make webpack compile these files and then attached the libraries to the component by the language direction.
