Add test coverage for module links using different baseurl configs

Problem/Motivation

#3305551: Links to and from individual module page do not respect the ORIGIN_URL → addressed a bug with some links not working if the site has a baseurl that was not in the root of its host addr. (such as somesite.test/web)

That bugfix was blocked on test coverage, but it was decided to get the fix in and address the test coverage here.

To test different base url configs and confirm links still work, it may require middleware-ing the /Request object. That's worth figuring out in general.
