All authenticated users have access to Configuration > System > Forum Notifications. I think that this is a task only for an administrator.
Log in as a regular user and go to admin/config/system/forum_notifications_subscription. You will be allowed to change things.
Configuration > System > Forum Notifications should be accessible just for an administrator. There are a few permissions related to the module, but its is not clear, what are they related to.
