It looks like the 'Allow recurring date' box is only shown if it is a multi value field.
I propose modifying the module description page with the following under Key Features:
Recurring Dates - Install the Smart Date Recur submodule to support recurring dates, with easier integration with Views and other parts of the Drupal infrastructure, as the instances of the recurring dates are stored as ordinary field deltas. Also, out of the box Smart Date provides an intuitive interface for defining recurring dates, and even an optional, specialized formatter to only display a specified number of past and/or upcoming instances. Important note, in order for Recurring dates to work you need three things:
