Fix the carousal in Varbase Welcome message

Problem/Motivation

Varbase has a welcome carousel popup on a new installation.
This carousel is not working and showing as a list of slides without the carousel behavior, as a bootstrap carousel CSS is not loaded.

Proposed resolution

Uncomment the carousel.scss file to make loaded and work with no issues.
