matomo_tagmanager_update_8001() should not override container URL

When launching matomo_tagmanager_update_8001() while having a container that already has an URL, this URL is overrided.

Install matomo 1.17.
Create a container.
Upgrade matomo to 1.18
matomo_tagmanager_update_8000() is renamed to matomo_tagmanager_update_8001() and launched again.
It overrides the container URL.

The function should check if container_url already exists.
