matomo_tagmanager_update_8001() should not override container URL

Problem/Motivation

When launching matomo_tagmanager_update_8001() while having a container that already has an URL, this URL is overrided.

Steps to reproduce

  1. Install matomo 1.17.
  2. Create a container.
  3. Upgrade matomo to 1.18
  4. matomo_tagmanager_update_8000() is renamed to matomo_tagmanager_update_8001() and launched again.
  5. It overrides the container URL.

Proposed resolution

The function should check if container_url already exists.
